Mr. Shipman's practice concentration is insurance defense
and transportation law in all state, federal and appellate courts, and
before mediators and arbitrators.
He is a member of the Cumberland County
Bar Association, Dauphin County Bar Association, Pennsylvania Bar Association
and the American Bar Association, Tort, Trial and Insurance Practice Section.
He is a past member of the Professionalism Committee of the Pennsylvania
Bar Association. He is also a member of the Arbitration and Membership Committees
of the Dauphin County Bar Association. In addition, he is a member of the
Pennsylvania Defense Institute, Defense Research Institute and the Harrisburg
Claims Association. Mr. Shipman is an adjunct professor, Dickinson School
of Law of the Pennsylvania State University (Advocacy I & II).
Mr. Shipman is a member of the Pennsylvania Motor Truck Association. He
also served as General Counsel to the PMTA.
Mr. Shipman served as Deputy Attorney General, Office of Attorney General,
Commonwealth of Pennsylvania, Tort Litigation Unit. His primary emphasis
was on defense of agencies and officers of the Commonwealth of Pennsylvania
in civil cases throughout central Pennsylvania, including the Pennsylvania
State Police and Department of Transportation.
Mr. Shipman is a member of the Silver Spring Presbyterian Church. He is
a past member of the Board of Deacons and Session of the Paxton Presbyterian
Church. He is a past President of the Board of Directors of the Rutherford
House Senior Center in Swatara Township, Dauphin County, Pennsylvania.
Mr. Shipman resides in Shiremanstown, Pennsylvania, with his wife, Cynthia,
and four children.
